The Garland Community Services Committee voted to forward a neighborhood matching-grant application from Shores of Wellington to city council, recommending Option 2 (adjacent to the clubhouse/open field) as the sole location and asking staff to include a written maintenance commitment in the funding agreement.
Laura Dela Vega, senior planner with the Office of Neighborhood Vitality, presented the application and said, “The total project cost for this is 31,343 with the requesting amount of $25,074 and a neighborhood match of 6,269.” She told the committee the project would primarily serve pickleball players but would also be striped for other activities and that the neighborhood provided two possible locations for the court.
Committee members emphasized public access and long-term upkeep before approving the referral. A member asked whether the court would be open to the public; staff said the neighborhood’s letter of intent commits to either a license agreement or easement to allow public use. Members also pressed for a maintenance plan after staff clarified that resurfacing and line repainting will be recurring needs (line paint every five years; resurfacing approximately every 10 years).
The motion to send the application to council carried after a second. The committee’s recommendation directs staff to include a maintenance statement in the funding agreement and to forward Option 2 as the preferred location for council review.
