County staff presented the Duncan Manor Village Development rezoning request from the Atlantic Group & Associates on a roughly 55.5‑acre assemblage composed of 35 parcels. The application asks to rezone from agricultural and business to village development district and requests five waivers, including exceeding the ordinance's 40‑acre village development cap, reducing front and side setbacks and eliminating a 200‑foot agricultural setback in places. Lee Hammond said the development would include a mix of housing: "163 units over 26.26 acres" on the east part and "61 units over 29.19 acres" on the west part, producing an overall density staff described as approximately 4.04 dwelling units per acre.
Commissioners asked whether there are local buyers and jobs to justify hundreds of new units and pressed staff for updated water/will‑serve and HRSD allocation details. Staff cited the county comprehensive plan and a 2022 ANPDC housing study as support for additional housing and noted ongoing economic development activity (Virginia Space, hospital, base) that prompts housing demand. Hammond said the application does not include proffers and that proffers in Virginia are voluntary; he recommended commissioners review waiver justification, traffic (VDOT) comments and water/sewer documentation before authorizing any public hearing.
