The Balch Springs Planning & Zoning Commission approved final plat application 001-2026 for a single-family residential subdivision at 12902 and 12904 Timothy Lane, describing 76 homes (a mix of townhomes and detached single-family), retail along Elam Road and required infrastructure improvements.
Staff said the development will install an 8-foot shared-use trail to connect to the Dallas County trail system, add sidewalks along Elam in a later phase, construct a right-turn lane, and connect to existing 8-inch water and sewer mains with required off-site utility extensions. Staff estimated an approximate $4,500,000 financial investment for the development.
Commissioners questioned density, vehicular access, parking and public-safety implications for the adjacent Timothy neighborhood. Staff noted the developer must meet a 50-foot right-of-way requirement, that civil plans will be reviewed during plat processing, and that required off-site utility work is designed to create a looped water system. The commission voted to approve the final plat by roll call.
Staff also noted that masonry fencing (8-foot where adjacent to commercial) and 6-foot wood fencing (where adjacent to single-family) are required under the approved plan development.
