Staff outlines strategy to dispose vacant city lots through development agreements

City staff presented an update on the city’s vacant-land disposal process and asked council whether to continue prioritizing development agreements as the primary disposal strategy.
Staff said the city had previously held about 63 lots (95 acres) and now holds roughly 40 city-owned parcels (about 79 acres) acquired through tax foreclosure or other means. They reported that development agreements had been the most successful approach in recent months and described recent agreements (including sale of lots off Lehi Drive and single-family development on Peachtree Road and Harvest Lane) that staff said could return parcels to the tax rolls and spur private investment. "We've been most successful with the development agreements, which create value and give us more control in terms of entitlement and development of those lots," staff said.
Councilmembers generally supported development agreements but asked for diversity in builder selection and recommended a workshop or return presentation if members want to alter the approach. No formal action was taken; staff were asked to continue the strategy and bring items back to future agendas as needed.
