City staff details $1.6M design grant, $400K match for Elam Road pedestrian improvements

City staff told the Balch Springs Planning & Zoning Commission that the city has secured grant funding for engineering and design work on the Elam Road corridor and outlined next steps for construction funding.
Staff described the package as a combination of grants and local match: a $1,600,000 grant for design work and a required $400,000 city match already approved from existing bond funds. Staff also described a larger award “up to $2,000,000” for engineering design plans to address pedestrian safety improvements including sidewalks, crosswalks, pedestrian lighting and intersection improvements.
After design completion, staff said the city will apply to the North Central Texas Council of Governments for construction funding and may pursue tax-increment financing or other tools for long-term infrastructure investment. “That design study will address safety concerns and allow us to apply for additional construction funding,” staff said.
The commission asked whether Elam Road would be widened; staff replied the project focuses on safety and pedestrian orientation rather than widening, and that Shepherd Lane is under design for expansion from Elam to the recreation center with construction targeted after design and environmental review.
