Council hears multi-part parks update; staff proposes operational plan and partnerships

City staff told council they have allocated roughly $3.1 million across recent parks and trail projects and presented multiple proposals for amenities and partnerships to increase programming and protect capital investments.
The city manager and parks staff described Phase 1 and 2 ball-field work at Irvin Park, an Oak Ridge parking expansion and quotes for upgrades including a soccer-field renovation (about $713,000) and other amenities that together could total roughly $1.3 million for a soccer complex and about $2.5 million set aside for assorted park amenities. "We have over 76 acres of parkland... Phase 2 this fiscal year we're completing fields 3 and 4," the presenter said. Staff also reported a maintenance agreement with Sports Field Solutions to handle specialized field services and described exploring public–private partnership proposals such as Pine Tar Sports to run programs while upgrading facilities.
Staff asked council to direct whether to proceed with a parks operations strategic plan and suggested a joint workshop with the parks advisory board and the EDC Type B board to prioritize projects. Multiple councilmembers asked for a workshop to align priorities; staff said the operational plan and board meetings would be part of the next steps.
