Planning commission approves rezoning of 29 Elam Road parcels to mixed-use

The Balch Springs Planning & Zoning Commission voted to approve rezoning application 004-2026 to change 29 parcels along Elam Road, Pioneer Road and the Interstate 635 corridor to a Mixed Use (M) zoning district.
Staff introduced the item as the final implementation step of the city’s 2050 comprehensive plan for a downtown corridor. During a presentation, consultant Jason Klonch said the rezoning applies frontage-based standards intended to encourage a walkable, civic-oriented town center and to regulate building rhythm, heights and setbacks. “This is the enabling tool to allow us to really activate the vision,” Klonch said.
Staff explained the rezoning consolidates several existing district categories into one M district so future development will be subject to the mixed-use regulations the commission and council previously adopted. Staff also told the commission that existing, active uses within the rezoned area will be treated as legal nonconforming so long as they remain in operation.
Commissioners asked questions about access points, sidewalks and compatibility with surrounding single-family lots; the applicant and staff said site plans must meet the city’s street-spacing and site-plan standards. After a public hearing with multiple residents raising traffic and parking concerns, the commission closed the hearing and approved the rezoning by roll-call vote.
The approval sends the ordinance to city council for final consideration; staff indicated council scheduling is expected in July.
