City accepts $6.4 million TxDOT grant for 3.7-mile shared-use trail

Balch Springs moved forward on a major trail project after council approved a funding agreement to accept a $6,400,000 TxDOT Transportation Alternatives set-aside grant for a 3.7-mile shared-use path.
City staff told the council the project is at 60% design and will begin right away with right-of-way acquisition and environmental clearance. "This is a 3.7 mile trail starting at Seagull Vale Road, linking on up to Irvin Park then veering over to the old Library Park and Pioneer Road... eventually connecting to Mesquite along Pioneer Road," the presenter said. Staff said construction is 100% reimbursable; the city will budget through its CIP program and pursue reimbursements as invoices are paid.
Council members praised staff for securing the funding and discussed timing for budgeting and the CIP. Staff said construction is projected to begin in fiscal years 2027–28 after acquisition and clearances and that the funds are restricted to trail work (not general street repairs). The council approved the funding agreement by motion.
