Lee Hammond said the developer is offering a capped donation of $430,000 to the Greenbackville Volunteer Fire Department, to be paid incrementally as lots sell; "they will get a just over a $1,000 payment for each lot that's sold," Hammond said, and if lots are not sold within seven years the developer would make a $145,000 payment.
Commissioners asked who controls those funds and whether deeded property or the money could be used in ways the county or residents might not expect. Staff said the 1.5‑acre site proffered for the fire department would be deeded to the volunteer company when the plat is recorded; "there's nothing that would restrict them from selling that property," Hammond added, and commissioners discussed whether deed restrictions or POA language should be used to protect intended uses. No formal action was taken; commissioners raised follow‑up requests to clarify payment timing, deed language and whether additional deed or HOA restrictions should be required prior to authorizing a public hearing.
