The Balch Springs City Council approved a change order to TMS Utilities LLC on June 8 after staff said pipe-bursting techniques could not penetrate an older cast-iron pipe and an open cut was necessary to finish the Ambassador Way sewer-main replacement.
A staff presenter explained that the pipe’s outer diameter changed where cast-iron bells made the bursting cutter ineffective, forcing the contractor to opencut and safely excavate around a water and gas main. "Once this pipe changed into a different OD, which was cast, it was hard to break through the bells... that's where we had to... reevaluate and... we had to do an open cut," the staff member said. The staff presentation cited a remaining change-order balance of $137,400 and an updated not-to-exceed amount of $876,311 on the existing contract.
Councilmember Hill moved to approve the change order and Councilmember Garcia seconded the motion; the council approved the change by voice vote. Councilmembers asked for better advance notice when items are placed on the consent agenda so they can review details before the meeting.
