City staff explained the change is intended to expand reuse options for smaller office parcels, particularly along Old Troy Pike and Brandt Pike. "Personal service establishments are things such as nail salons, barbershops, beauty salons," staff member Aaron said. He added there was no formal presentation because staff are only adding the use to the code; definitions will be updated later as part of a broader rewrite to ensure consistency.
Members of the public asked procedural and substantive questions during the hearing. One attendee asked what the case number TA26‑06 referred to and whether massages were included; staff replied that massages fall under a separate section of the code. Another attendee raised a concern about how councilors were being addressed during the meeting and the protocols for public comment; staff clarified the difference between public hearings and general comments and described speaker‑registration procedures for specific agenda items.
Following questions and brief discussion, the public hearing was closed and the ordinance was advanced to a second reading per the work session recommendation.
