Huber Heights Planning Commission approves two development plans, forwards text amendment to council

The Huber Heights Planning Commission approved two detailed development plans on a unanimous 4–0 vote and voted to forward a zoning text amendment recommendation to city council during its February meeting. Planning staff said applicants must make specified corrections and return required design items before permits are issued.
Planning staff presented the Carriage Trails Section 20 Phase 2 plan, a 94‑lot single‑family subdivision, and the Dublin 7 detailed plan, a 9,000‑square‑foot Irish‑pub–themed restaurant on Executive Boulevard. Aaron Sorrell of planning staff told commissioners that "Lots 1 through 12 shall be at least 60 feet wide" to meet development standards and that the Dublin 7 plan would be approved with conditions including shielding two south parking‑lot lights and screening a transformer cabinet. He recommended that the commission review any future permanent beer‑garden structure as a minor change and that the monument sign design return to the commission before a permit is issued.
Commissioners pressed staff and the Dublin 7 applicant about parking during concert nights at the nearby Rose. Applicant representative Steve Teber said, "Our plan, 100%, is to be sharing the parking with the Rose," and added the project team plans a small golf‑cart shuttle on concert nights to move patrons between lots. Staff noted the Dublin 7 plan proposes 80 parking spaces where the code calls for about 100 and described the extra rows as overflow shared parking.
All three agenda motions passed on 4–0 votes. For the Carriage Trails application staff will require revised final plat drawings that increase certain lot widths before recording. The Dublin 7 applicant will proceed with a development agreement and follow normal permitting once conditions are met. The commission's recommendation on TA26‑06 (allowing personal service establishments in the O‑1 district) will be transmitted to city council for consideration.
