OCA/OMB staff presented the steering committee’s recommended list of surplus items that could be reallocated without materially affecting ongoing program performance. The largest single component was a $3.8 million returned grant from a prior ARPA award that the Houston Area Women’s Center was unable to spend in time; committee members proposed repurposing those returned dollars rather than letting them lapse.
Commissioners questioned both the timing and the distribution. Judge Hidalgo and Commissioner Ellis argued for handling allocations within the formal FY27 budget process rather than taking near-term reallocations without committee-level consensus; they urged caution about cutting funds that currently support early-childhood slots and services. Commissioners Garcia and Briones pushed to reassign some funds to shore up the county budget and to include a modest increase for the Domestic Violence Assistance Fund — as a two-year $900,000/year commitment — using part of the reallocated pool.
Commissioners ultimately recorded procedural and substantive votes in several steps. Some reallocations of smaller surplus items were approved; the separate motion to direct OMB to include a $900,000 FY27 and $900,000 FY28 increase for domestic-violence assistance passed on a divided vote. The discussion produced several recorded 'no' votes and at least one abstention on specific contract items; commissioners asked OMB to present fiscal impacts and to coordinate subsequent budget deliberations.
What happens next: OMB and OCA will process the approved reallocations and return with budget language and fiscal notes during the FY27 budget cycle; the court directed staff to provide additional detail to clarify which program lines were being reduced, and commissioners requested follow-up reporting so that funding decisions can be revisited during the budget process.
