Glenn Rice, director of the Missouri Census Data Center, presented GeoCore (Geocorr), a web app that generates correlation lists (crosswalks) and allocation factors to reallocate counts between different geographic units. He demonstrated a journalism use case reallocating Consumer Financial Protection Bureau ZIP‑level complaints into congressional districts and explained how GeoCore sums block populations to compute allocation factors used to apportion counts across overlapping targets.
Rice demonstrated running a test on Delaware, showed web (HTML) output for testing and CSV output for large runs, and walked through post‑processing steps: multiply source counts by the AFACT allocation factor for each intersection, round to whole counts and aggregate by the target geography. "The allocation factor represents that portion of a source unit that exists within a single intersection with a target unit," Rice said, adding that GeoCore calculates these factors on the fly by adding up block populations.
