Dr. Esther Williams, director of Community Services, opened the public hearing required for participation in the Community Development Block Grant (CDBG) program and summarized the city’s FY2026 entitlement of $268,987 for the program year beginning Oct. 1, 2026. Williams outlined allowable uses: no more than 20% for administration, up to 15% for public services (including transportation assistance and senior services), and about 65% for other eligible activities such as home repairs and ADA improvements.
Staff invited public input through July and noted surveys and QR codes available online and at city facilities. No members of the public submitted comment cards during the hearing; staff said the CAPER report and prior year performance details are available on the city website.
