The Town of James Island council authorized two contractual actions related to town facilities after returning from executive session. By roll‑call vote the council authorized the mayor to proceed with a contract with Ferrero Abuse (vendor name as recorded in the meeting) to complete the Art and Community Center project for up to $3,500,000.
Council members also authorized a separate contract with Donna Norwell for up to $1,000 to prepare and submit an intended foundation grant application on the town’s behalf. Both measures passed unanimously. Mayor Brooke Lyon stated the town would proceed under the terms authorized by council and that council had received legal advice during executive session regarding those matters.
The art and community center project had site work underway on the Hillman lot, including stormwater drainage work; council previously discussed initial site preparation and funding during the mayor’s report. The council instructed staff to move forward with the authorized contracts and to report back with any required procurement details and timelines.
