The Town of James Island council voted in favor of first reading for an ordinance to change zoning for a roughly 2.25‑acre parcel at 1123 Fort Johnson to an agricultural designation (AG5). Planning director Kristen Crane explained AG5 permits limited agricultural and horticultural uses and larger setback and buffer requirements; she said any future non‑agricultural uses would require full site‑plan review and could be conditioned.
Councilors discussed possible uses and unintended consequences, including whether a new access road could later open the way to larger development and how buffers (including a Dominion power‑line easement and scenic byway protections) already limit visibility from Fort Johnson. Planning staff noted that more formal public notice and a public hearing will accompany the next steps; the first reading passed and the matter will return for a second reading.
