Garland TIF history: Bass Pro financing, bonds paid off and one final incentive scheduled

Watts reviewed the district's origins, saying TIF 2 was created in 2004 to finance infrastructure around a Bass Pro project and that the city issued roughly $25 million in bonds to cover initial costs for land and parking. "They scheduled just interest payments upfront and balloon payments at the back... I can say we paid off the last debt service this year in 2025," Watts told the board.
Watts also said the project plan still includes a final incentive payment tied to Bass Pro and surrounding property owners; board members confirmed the last incentive figure mentioned in the meeting was about $65,000 and Watts said that payment is included in the FY2526 project plan, after which the original Bass Pro obligations will be complete.
