City staff told the TIF board they hired consultant David Pettit to analyze parcels and recommend boundary adjustments for TIF 2. Watts said Pettit is reviewing vacant parcels and connectivity opportunities along I‑30 and should finish the evaluation in September.
Watts noted the law no longer requires TIF areas to be geographically contiguous and that staff could add parcels that are functionally linked by project objectives rather than strict adjacency. "At 1 time, a TIFF needed to be a contiguous boundary. That's no longer the case," Watts said. The board asked about taking in parcels that are under construction and about whether the TIF should capture vacant land that is likely to be developed.
