The commission approved the final development plan for Phase 1 of the Beacon Retirement Community, authorizing a four-story building with 141 units (99 independent living and 42 assisted living) with underground parking and associated site improvements, subject to conditions including engineering requirements and movable bollards to separate pedestrian and emergency access.
Developer Steve Newcomb summarized design elements and materials, saying the project will include "indoor amenities, an indoor pool and a variety of outdoor spaces" and showed material and color samples to illustrate the intended character. Staff reviewed the project's long history through concept and preliminary development stages, noting the site's future land‑use designation and prior council approvals of the preliminary plan and infrastructure agreement. Staff recommended approval of two minor text modifications (minor setback relief in one location and sign‑standard language) and final plan approval with conditions addressing sanitary sewer/utility work and fire‑access controls.
Commissioners focused questions on the emergency access drive, the presence and layout of pedestrian connections, and façade detailing. Staff and the applicant clarified that the fire department had requested a 22‑foot lane width with occasional widened sections for outrigger access and recommended retractable or removable bollards to allow emergency vehicle access while discouraging through traffic when not needed. Several commissioners suggested adding a pedestrian connection to Sawmill Road in a future phase but agreed the current plan complies with conditions set during earlier approvals.
The commission voted to adopt the two text modifications and then to approve the final development plan with the recommended conditions. Commissioners present voted unanimously in favor of the motions recorded at the meeting. Staff will continue coordination on utility permits and final engineering prior to issuance of building permits.
