Mayor Rachel Proctor introduced Zachary Hudson Jovan Carroll as this year’s Best Southwest Partnership mayoral scholarship recipient, praising his academic achievements (an associate degree while completing high school), leadership as cross‑country captain and nearly 300 hours of community service. The mayor said Carroll’s goals reflect a commitment to helping others recover mobility and independence.
Carroll addressed the council and thanked his parents and community for the opportunity, saying he was "very grateful for all the opportunities and experiences I have," and that the scholarship will help him on his path to study kinesiology at Texas A&M University this fall. Family members were invited forward for photos.
