HEDC meeting: executive session held; no public comment; two resolutions approved
Summary

The HEDC board opened, took roll call (a quorum of four was reported), recited the Pledge of Allegiance and noted there were no public comments. A motion was made to move the Encore TCE item earlier on the agenda because an Encore representative was present.
In open session the board approved Resolution RHEDC-2026-33 granting a temporary construction easement for Encore at the Hutto Mega Site and later approved Resolution R-HEDC-2026-023, a purchase-and-sale agreement with Fidelis, directing staff to communicate with the buyer. The board recessed into executive session under Texas Government Code sections 551.071, 551.087 and 551.072 to discuss Project Core, the Cottonwood properties, the Fidelis sale and related matters, then returned and concluded business before adjourning at about 6:19 p.m.
