La Habra council clears two dormant cannabis development agreements

The La Habra City Council voted unanimously to terminate two dormant development agreements for proposed non-storefront cannabis businesses, removing lingering entitlements for the properties and closing the books on projects that never commenced operations.

City staff told the council the first agreement covered a non‑storefront retail cannabis business at 536 West Mountain View Avenue (JP 4 20 LLC) and was placed on the consent calendar; that motion passed by voice vote. Staff then reported on a separate agreement—development agreement 22‑4 for Shrine La Habra LLC, doing business as Blaze—at 1721 East Lambert Road, Suite A. According to the staff presentation, Shrine La Habra LLC underwent corporate changes (a parent‑subsidiary merger and a management agreement granting operational rights to another company) without prior city approval, which the city deemed a material breach of the agreement and its related conditional use permit.

"Because the business has never commenced operations and has now formally abandoned the project, termination of the development agreement is the final step to clear the entitlement on the subject property," a city staff member said. Councilmembers moved, seconded and approved the ordinance to terminate development agreement 22‑4 by a 5‑0 vote. Council also confirmed that two other cannabis businesses remain active in the city: a distribution business (Kana America) and a non‑storefront retail operator (On Deck Delivery LLC).
