Council urges engineers and neighborhood outreach before any formal filing for Highland Village site

City staff and members of the Highlands City Council and Planning and Zoning Commission told Cook Development that further engineering, field verification of flood elevations and neighborhood outreach are prerequisites to any formal submittal. Scott, a city staff member, reminded the developers that HOA documents, landscape plans and final engineering are standard submittal requirements prior to final plat approval.
Terry Cook said the team has spoken informally with civil engineers and will pursue the preliminary engineering and neighbor meetings before deciding whether to acquire the property. “We will not buy the property if it doesn't make any sense to us to do so,” Cook said. The meeting ended with encouragement from staff and commissioners that the developers continue outreach and resolve technical issues prior to filing applications; no votes or approvals were taken and the joint meeting adjourned at about 7:10 p.m.
