Council approves concept-plan amendment for Valley Ridge lot after removing a dumpster from the drawing

Council conducted a public hearing on an application by HBE’s Holdings to add a fourth concept option for Lot 1R in the Valley Ridge Center (2018 Justin Road). Louis Cuevas, representing an adjacent property owner, said the dumpster shown in option 4 sits too close to 2012 Justin Road and warned that option 4 reduced parking compared with earlier concepts. He said tenants and customers would find the location objectionable.
Property owner Paul Bosco Jr. told council the diagram is conceptual and that final site plans would conform to zoning and include screened enclosures; he added the proposed layout places the dumpster facing another dumpster and not directly against the neighboring building. Council members debated whether approving the concept with that dumpster shown would effectively lock in the placement at site-plan stage. Council voted to approve the ordinance amendment on first reading while removing the depicted dumpster from the concept plan; the motion passed 6–1.
What it means: the council action allows the owner to pursue a two-building layout while reserving final decisions on dumpster locations, parking counts and landscape/drainage compliance for the site-plan review process.
