Residents warn developers about floodflow and emergency‑access risks at proposed Highland Village subdivision

Terry Cook, the developer, said the team has already talked with civil engineers and will rely on them to resolve drainage and grade questions during preliminary engineering. “Any of those issues will be addressed by the civil engineers,” Cook said. City staff and commissioners repeatedly recommended that the developer coordinate with lake stakeholders and that a field survey confirm the mapped 537 flood line before moving forward.
