Barnwell County council hears transportation updates; Highway 3/Marlboro Avenue project scope trimmed after SCDOT talks

Councilman Travis Hooper, speaking for the Transportation Committee on March 10, reported several ongoing road projects and status updates from Mr. Willie Walker. Projects noted were Baylon and Thoroughbred in Williston (construction essentially complete), St. Paul Road in Snelling (dirt-to-pave; bids received and awarded to the low bidder), and design-stage work (about 50% complete) on Pope Laney Road and Cemetery Road. Rock has been placed on Little Oak Road and Long Branch Circle to improve access where right-of-way acquisition stalled.
Chairman Freddie L. Houston Sr. updated the council on the long-running Highway 3/Marlboro Avenue school-area enhancements project, which began as a $500,000 grant for sidewalks and a bike trail but expanded to an approximate $12 million scope; after discussions with the South Carolina Department of Transportation (SCDOT), the project cost was capped at about $5 million. Officials said the project is expected to go out for bid in the first quarter, with construction anticipated to start around June and finish within roughly a year.
