Vernon County adopts AI policy naming ChatGPT and Microsoft Co-Pilot as approved tools

The Vernon County Board on April 15 adopted Resolution 2025-13, approving Policy No. 313 to regulate county employees’ use of artificial intelligence tools. IT Director Conner Simon presented the policy, which lists Microsoft Co-Pilot and ChatGPT as the only AI models pre-approved for county use.
Policy No. 313 outlines a multistep approval process for any additional AI solutions, requiring department-head justification, IT Director review, and final approval by the County Coordinator. The policy prohibits entering personally identifiable information, HIPAA-protected data, CJIS information and other sensitive data into AI models and requires employees to verify accuracy of AI-generated content before dissemination. The policy states violations may lead to disciplinary action and possible civil or criminal penalties where applicable.
The resolution passed on a voice vote with all voting in favor. County staff will implement an AI Solution Approval Form (Appendix 313A) and IT will oversee cybersecurity reviews for new tools.
