Staff said the city intends to include a contract service representative in the near term and that the long‑term goal is to hire an in‑house project manager when volume justifies the position. The city’s approach—using an owner's rep while building internal capacity—was presented as a way to balance cost and the need for experienced, day‑to‑day project oversight.
