Staff reminded the group that state rules require an area permitting manufactured homes and that PDs are typically applicant-driven; as staff put it, "Those provisional districts are not marked on the maps because those provisional districts will come as PDs." Council directed staff to include townhome and manufactured-home language in the ordinance draft and to identify existing community examples for the legend.
