Council and Planning & Zoning agreed on a procedural path to resolve the map-text disconnect: staff will draft revised definitions for SF1–SF3, townhomes and multifamily consistent with the council/PNZ direction, post the item for a Planning & Zoning public hearing with standard notice, and then return the adopted PNZ recommendation to city council for final action. Planning staff clarified the order: "It has to be done for it to be updated... it has to go before planning and zoning, then go before city council."
Staff also explained practical limits: changes adopted by ordinance will affect vacant or redeveloping parcels going forward; already developed parcels will remain as-built unless rezoned or redeveloped.
