After extended discussion about the mismatch between map categories and the zoning ordinance, the council and Planning & Zoning Commission reached a working consensus on numeric ranges to guide ordinance drafting. Mayor summarized the group’s direction after the meeting’s executive-session consultation: "SF1 is 1 to 2; SF2 is 3 to 4; SF3 is 5 to 6," he said, and commissioners and councilmembers agreed staff should use those ranges to prepare draft text and maps for a public hearing.
Commissioner Salazar and other commissioners urged a middle-ground approach that balances long-term growth with current infrastructure. On multifamily, the group moved away from an upper limit in the future land-use draft (previously described as up to 40 units/acre) toward a working cap of 25 units/acre; townhomes were recommended to be separated from multifamily and set at roughly 18–20 units/acre. Staff said the numbers will be subject to PNZ review and public hearing before any ordinance is adopted.
