Urban County program honors top performers and advances HOME‑ARP and ESG agreements including Salvation Army award

Urban County staff reviewed HUD CDBG administration across 18 cities and four precincts and presented the "Quick Draw" award to Precinct 3 for drawing down allocated funds most quickly. Joe Aguilara, representing the Urban County program, said the annual allocation is about $7,500,000 and emphasized HUD performance benchmarks.
On HOME‑ARP and ESG matters, the court voted to rescind a portion of a previously approved HOME‑ARP award and then adopted HOME‑ARP policy and procedures and approved ESG subrecipient agreements. "...the obligation of the funding of a $153,003.73 initially awarded subject to legal approval," Aguilara said when describing the prior award. The court approved ESG agreements with Salvation Army of McAllen and Women Together Inc. for activity terms running from 11/01/2025 through 07/31/2027.
Staff also sought approval of a three‑year cooperative agreement needed for requalification as an Urban County under HUD. The court approved the necessary cooperative agreements and professional engineering services awards connected to CDBG street improvement funding for the City of Mercedes.
