Glenn Heights Mayor convened a joint session of the City Council and Planning & Zoning Commission on July 14 to review an updated zoning map and a draft future land-use map and to give staff direction on how density categories should be defined. Planning staffer Bester Munyarazi presented the maps and explained the practical difference between the comprehensive-plan "future land use" (a general vision) and the zoning ordinance (the regulatory text), saying, "The future land use is the one that speaks to the zoning districts."
Councilmembers and commissioners focused on closing a gap where recent zoning approvals are not yet reflected in the adopted future land-use map. Mayor summarized the group's consensus after a short executive session and return to open session: staff should draft ordinance language that aligns the text and map and take the changes first to the Planning & Zoning Commission for a public hearing and then to the council for formal adoption. "We only have one agenda item, and this is really why we are here," the mayor said as the meeting opened.
