"If we stay below the voter approval rate, then there's no election required," staff explained, and the presentation outlined the consequences of different tax‑rate scenarios.
Council appointed a three‑member budget committee — Jake, Amanda Cross and Melinda Reeves — to review departmental requests and work with staff on revenue forecasting and a balanced budget. Staff said they contracted a sales‑tax forecasting service to support revenue estimates and that bond‑funded projects and operating pressures will factor into the process.
Council members discussed likely time commitments, and staff said the goal is to finalize public‑hearing schedules after certified values are received. The budget committee will meet over the summer and report recommendations back to full council.
