Billings and Golden Valley counties to issue joint RFP for Buffalo Gap Road engineering study

Billings County and Golden Valley County commissioners met in a special joint session on Feb. 17 and agreed to move forward with a project to create a public-land route connecting Buffalo Gap to Knutson Creek Road and north into Billings County.
Both counties reviewed a joint site visit and engineering concerns including crossings, drainage and topography. Misty Hayes of the U.S. Forest Service said the agency would work with the counties and noted no known conflicts pending completion of a survey and review; the minutes note Knutson Creek Road is under a Schedule B agreement and counties may seek a Schedule A or easement transfer to allow improvements.
Golden Valley County State’s Attorney Christina Wenko advised that the first formal step is a joint agreement on selecting an engineering firm and that an RFP or coordinated selection process will be required with compliance language for Forest Service easements and environmental requirements in the engineering scope. Billings County moved and seconded the motion to place a joint RFP for engineering services; both county boards voted aye to proceed.
