Commission approves library’s liquor-and-beer license for building after limits on outdoor service

Theodore Roosevelt Library officials presented a liquor-and-beer license application for on-premise alcohol sales in the cafe and at events, plus limited sealed retail sales. Jen Carroll, the library’s director of Facilities, Grounds and Sustainability, said the plan would permit alcohol sales within the library’s premises and that retail items would leave the site sealed for off-site consumption.

Carroll described staffing and security plans for events: “We would have staffing and security that would be a part of any event that would extend off the bluff-top area of the site,” she said, noting the library will monitor exit points and flex staffing to match attendance projections.

Several commissioners expressed concern about the scale of outdoor service across the library’s 93-acre property and asked for a defined map of where alcohol would be permitted. Commissioner 4 moved to approve the license limited to the building (and immediate adjacent seating areas); the motion was seconded and approved. Commissioners directed library staff to provide visuals and an alcohol management and safety plan before broader off-premises privileges are authorized in future reviews.

The license approved by the commission is annual and will require renewal; the commission reserved the right to require special-event permits or additional sheriff’s department coordination for larger outdoor events.

Next steps: library staff will provide maps and a draft alcohol-management/safety plan at the next meeting, and the county and sheriff’s office will coordinate operational boundaries for future special-event permits.
