Billings County declares pre-event local emergency for Theodore Roosevelt Library opening

The Billings County Board of County Commissioners voted on Feb. 5 to declare a pre-event local emergency in anticipation of the Theodore Roosevelt Presidential Library grand opening and associated America and Freedom 250 activities.
The resolution authorizes partial or full activation of the Billings County Emergency Operations Plan, pre-positioning of personnel and equipment, issuance of safety messaging, and the use of Emergency Fund 2910-4240-393 for preparedness and response actions. The motion to approve (recorded in the minutes as Resolution 2026-12) was moved by Chairman Dean Rodne, seconded by Commissioner James Haag, and carried unanimously.
Auditor Marcia Kessel told the board that the Emergency Fund balance is roughly $900,000 and cautioned about fund restrictions and audit tracking if pooled with departmental accounts. The board noted House Bill 1018 provides $1 million for the Medora event, but reimbursement amounts and timelines were described as "unknown" in the minutes.
Staff reported lodging for responders was secured for June 29–July 6 at a negotiated rate totaling $41,000; food-vendor pricing and logistics remain pending. The board directed ongoing coordination with the library, the City of Medora and state agencies.
