Court approves pavement cross-section variance for Civitas manufactured-home rental community

Johnson County commissioners approved a variance to the roadway cross-section for the Civitas at Alvarado manufactured-home rental community (MHRC) during the July 27 meeting, allowing a design change for privately maintained interior drives.
Development Services Director Jennifer Vanderlin (S5) described the developer's request to alter the previously required section (5-inch concrete over 8-inch base over 8-inch subgrade) to 6-inch concrete over 6-inch lime-stabilized subgrade for interior drives that the developer will privately maintain. County Engineer Friedrich (S6) told the court the proposed section is similar to many city streets and adds an inch more concrete, but lacks the 8-inch base layer the county requires for dedicated rights-of-way; he said the alternate section should be sufficient for the MHRC but will likely require more maintenance. "It's going to require more maintenance, but they're planning to do all the maintenance themselves," Friedrich said.
The court approved the variance unanimously, noting the roads are private interior drives and will not become county-maintained rights-of-way. The decision includes the engineer's recommendation that private-maintenance responsibilities be clearly established.
