Council approves amended handbills ordinance after brief dissent

The council held a second and final reading of ordinance 2026-1333 to amend Article 10.07 of the Highland Village Code regarding handbills. Councilmember Feaster reiterated his prior dissent, saying he worried enforcement could be more trouble than the ordinance is worth. "It just seems like this bill is trying to do, excuse me, resolution or ordinance is trying to do too much, and enforcement's gonna be more trouble, potentially, than it's worth," he said.
City staff confirmed the amendments will take effect June 1 but said major enforcement actions will be held until staff finalizes implementation steps. Staff also noted residents will be able to opt out online and that the city will discuss how to publish the opt-out link at the staff level. A motion to approve the ordinance passed after a voice vote; one councilmember recorded a 'nay.'
