Plan Commission backs silos and cooling towers at 100 Industrial Dr pending height exemption

Applicant James Bertram Jr presented site plans for silos and cooling towers at 100 Industrial Drive, saying "the concrete slab has been moved six feet north" and that the silos will be white so they are less visually obtrusive. He told the commission the north-side siting is intended "not to hinder expansion to the building to the south."
Chairman Duane Urbanski noted the proposal exceeds the M-1 district’s height maximum and said "a change to the M-1 ordinance is required, or a conditional use permit would additionally need to be applied for due to exceeding the height maximum in the code." Member John Schluechtermann asked whether hours-of-operation restrictions could be added as a condition; Clerk/Treasurer Stephanie Waala said the application asks about hours and that could be used to set a condition on a conditional-use approval.
Member Dave Borchardt moved to approve the silo and cooling-tower sites with approval of a conditional use for height; Member John Schluechtermann seconded. The motion carried 6-0. The commission’s recommendation records site-approval while identifying the outstanding height/code issue that must be resolved via ordinance change or a conditional-use process.
