Risch also said the railroad informed project staff it cannot perform crossing pavement work in 2026 because of budget constraints. The committee discussed construction sequencing and timing: Risch estimated a watermain replacement would take about "6–8 weeks," and Chairman Jamie Vorpahl warned the asphalt plant typically shuts down in mid‑November, which constrains paving schedules. The committee did not take a vote on any contract at the meeting and directed staff to continue permitting and bid preparations.
