Commission hears how HOME Act housing targets apply — 5 units/acre rule limited to served land

At the Stamford Planning Commission meeting, BCRC regional planner Cali Fishburne briefed members on housing targets adopted in the regional plan under the 2023 HOME Act. "The HOME Act of 2023 does say that in an area served by both municipal water and sewer, you have to allow at least 5 units per acre," Fishburne said, adding that the requirement applies only where those utilities are present.
Fishburne told commissioners the regional methodology distributes most targets to towns with existing infrastructure (Bennington, Manchester) and that Stamford’s target in the regional plan is "very, very low" because the town lacks municipal water and sewer and historically permits few housing units. Commissioners discussed the practical implications and agreed to revisit targets during the town plan update, drawing on BCRC’s methodology and the regional plan update due this cycle.
