The Planning and Zoning Commission's Capital Improvement Plan presentation on May 7 laid out a multi-year list of transportation, water, wastewater, parks, drainage and municipal facilities projects, prompting council debate over sequencing and debt implications.
Rick Hudson, chair of P&Z and the capital improvement advisory committee, explained CPAC's recommendations and sequencing rationale, including moving certain projects out of the five-year window where feasible and proposing to combine feasibility studies for a potential consolidated recreation/library/aquatics campus. Howard Koontz, director of development services, joined the discussion to explain project backgrounds and the master-plan reasoning.
Council members expressed concern about continued large park expenditures after a recent $10 million Fritz Park investment and asked staff to focus on maintaining existing assets and prioritizing ball-field needs. Members also discussed trail backbones (wider multiuse paths) and whether widening sidewalks as part of street projects should be paired with a master trail plan to avoid future redundant work.
Council agreed to form a CIP subcommittee (King, Morris and Porterfield) to work with staff and CPAC and to schedule a focused Saturday workshop so the council can prepare budget priorities ahead of staff budget guidance.
Why it matters: The CIP directs capital spending and affects bond sizing, utility rates and service delivery for years. The subcommittee and workshop are intended to produce an actionable, prioritized list to guide budget decisions.
