Parents and league leaders press council for clearer field-maintenance partnership with Parks & Rec

Representatives of the Hutto Youth Baseball Softball Association asked council for a formal partnership to allow volunteers to help maintain fields that have been repeatedly impacted by storm-related cancellations.
"We are asking for the opportunity to continue to work together in good faith and for the benefit of the children and the family of Hutto," Jeremy Carter, HYBSA vice president, told the council, adding that the board has worked to address past issues and intends to be a reliable partner.
Council members and the parks director discussed operational concerns, including liability, field wear-and-tear, restroom availability and communication protocols. Parks Director Jeff White confirmed availability for a workshop and staff recommended a focused work session so staff, HYBSA leadership and council can define which fields the league could maintain and what training, storage and oversight would be required.
Council set a joint work session for June 4 at 6 p.m. and discussed forming a small subcommittee to expedite contract or contract-language changes ahead of budget season.
Why it matters: Youth sports account for large volunteer time and public-use demand on city fields; clarifying roles can reduce cancellations, lower city maintenance costs and improve transparency between staff and leagues.
Next steps: Staff and HYBSA to meet and prepare a workshop agenda and draft contract or operational guidance for the June 4 meeting.
