City staff: community survey shows modest increases in perceived inclusion, commissioners ask for demographic breakdowns

Staff presented the results of a biannual community survey conducted by the ETC Institute and administered between December 2025 and January 2026. The survey achieved 402 completed responses and, staff said, a 95% confidence level with a margin of error of ±4.9%.
“The goal was 400 completed surveys; we got 402,” the presenter said, describing the sampling and noting the results are statistically valid. For DIB‑specific questions the presenter summarized the findings: 48% agreed the city provides a safe environment for residents of all backgrounds (22% strongly agree); 42% agreed that the city attracts people from diverse backgrounds (20% strongly agree); and roughly 39–43% agreed with other inclusion statements, while many respondents answered “neutral.”
Commissioners flagged the large neutral share and asked staff to request demographic breakdowns from ETC (by age, race and years lived in Hutto) so commissioners can see whether concerns cluster in particular groups. Staff agreed to ask ETC for cross‑tabulations and to return the results to the commission.
Action items: staff will request the requested slices from ETC and report back; commissioners discussed moving the survey from a biennial to an annual cadence pending budget approval.
