Staff lays out $29.1M central wastewater borrowing, $50M placeholder for Manville pipeline

Barrett also listed other planned projects: $8.4 million in 2028 for County Road 132 waterlines (24" and 30"), an engineering placeholder of about $50 million for conveyance upgrades and new supply capacity from Manville to Hutto, and 2029 projects including an $8.1 million US‑79 western waterline crossing and a $26.2 million Cottonwood Creek Interceptor phase 1. Barrett emphasized the $50 million figure is a placeholder pending an engineering study and that actual costs will depend on the study’s results.
