Resident says DeKalb underpass floods during heavy rain; flags too many signs at new roundabout

City manager and public works staff later told the council they monitor the underpass after heavy rain and place barricades when necessary; the manager noted the underpass and signage meet state accessibility requirements for nearby facilities.
