Forney police chief outlines CCPD budget, proposes dozen-plus hires and fleet purchases

Chief White presented the Crime Control and Prevention District’s financials and staffing plan, telling the council the CCPD is funded by a sales tax stream that began depositing in September 2025. “We estimated ending 2026 with a $2,300,000 fund,” he said, and reported $479,377.78 spent in 2026 to date.
White described the 2027 projection as $2,400,000 in revenue and an estimated $4.3 million available across funds if current trends hold. “If we go forward with the plan … we need 3,300,000 as of 2027,” he said, noting that roughly 71% of the proposed 2027 budget would cover salaries and benefits. He told council the department has hired seven positions so far and proposes eight more to complete a traffic unit (including two traffic officers and a traffic sergeant), with backfill paid from the general fund where required.
Council members asked about dispatch capacity, fleet age, and the transition of grant-funded community engagement positions into CCPD budgets when grants end in August 2027. On fleet, White said three vehicles are ordered and more will follow, and that occasional crash losses have increased near-term replacement needs. The council voted to approve the CCPD public hearing item as presented.
