Council moves forward with Riverside Crossing streetscape improvements; permanent food‑truck pull‑offs deferred for study

Parks staff presented a follow‑up on Riverside Crossing Park safety and streetscape concepts and recommended moving forward with a streetscape implementation aimed at improving event and everyday safety. The concept includes tree plantings, boulders, limestone benches and flexible barriers along Riverside Drive to prevent vehicular intrusion while preserving park access for events.
"This whole design is designed to be flexible and movable," staff said, noting that permanent elements (water and power for permanent food‑truck accommodations) remain part of an ongoing master‑plan evaluation. Staff reported that creating a recessed food‑truck parking area would involve extensive roadway improvements and could introduce new safety issues, so that idea will remain under study.
Staff requested council support to implement the streetscape work in time for the Christkindlmarkt in November and to continue developing a master plan that could inform a 2027 capital request for permanent park infrastructure. Council asked for rough cost estimates, guidance on materials (concrete vs. reinforced turf), and a CIP line item for construction funding pending final design.
